Call to Order
Chair Sidna Madden call the meeting to order at 8:03 am.
Welcomed Marsha Herron from Oklahoma City Public Schools. Council Member James Cooper recommend she come.
Chair Sidna Madden: Council member Cooper has recommended a number of people. He went to Steve Hill. There were Marsha Herron and two others. Scott Ellis and Sidna Madden will be meeting with Scott Watson in a couple of weeks.
Public Comments: The Oklahoma City Mayor’s Committee on Disability Concerns welcomes citizens comments at the beginning of each meeting. Comments shall be limited to three (3) minutes and citizens must sign-in at least five (5) minutes before the meeting is scheduled to begin. Citizens that are not committee members are not permitted to participate in regular meeting discussion. By signing up for comments, you acknowledge the commenting procedures of the committee.

Approval of February 12, 2020 Minutes – Dana Tallon
- Herb Bailey moved to accept the Minutes and Scott Ellis seconded the motion. Motion passed unanimously.
Treasurer’s Report – Scott Ellis
- Treasure Scott Ellis reported that the executive members meet at the bank and got the account updated. We got debit cards.
- No activity on the bank account – ending balance $7,123.60. Char Sidna Madden accepted the report on behalf of the committee.

- She has been contacted by Steve Hill from the City of OKC with four individuals interested in joining the committee. She emailed everyone and let them know when this meeting was and invited them to this meeting. Ms. Herron was the one who could make this meeting, the others will come to the next meeting or schedule a talk with Scott and her.
Reports from Emergency Management and City ADA Coordinator
Emergency Management – Frank Barnes
- CoVid19 – things change daily. They are point of contact with the state health.
- Emergency management is support and help disseminate information.
- Coordinate messaging with city departments so all departments are saying the same things
- Help with keeping the city running with staffing shortage
- CoVid19 is a respiratory virus, like the flu, “pandemic” not yet declared. WHO will make that declaration. When they do, don’t panic just means it’s everywhere.
- This is an influenza that definitely effects older adults.
- CDC has a lot of good information- locally City/County Health or State Health Department.
- Last week, they pushed out CoVid19 information in an accessible format using their accessible hazard alert system, which made the information available for people who are blind, deaf, deaf and blind or have low literacy. We’re the only city in Oklahoma that does that and one of the few in the nation that can do that.
- No idea how long the germs lives – the public and businesses should clean public areas often – clear counters of items that would have to be cleaned.
City ADA Coordinator – Keith Wilkinson
- The city is working on a project at the Will Rogers Senior Citizen Center to make that a little more accessible and trying to make Emergency Management’s building more accessible.
- They are getting ready to open the Oklahoma Contemporary Arts museum this weekend. They asked him to go over and talk to their group of volunteers about ADA.
- The city’s agreement with OCCC is almost finished, which is for the training and testing of the contractors to be ADA certified to be able to work in the city.

Barrier Free Design — Scott Ellis
- Scott Ellis had three ADA inspections. All three the owners agreed to make the necessary changes.
- Scott commend the city’s attention to detail they are taking down there at the planning department. His cases are dropping so fast.
- Last week, he was in D.C. for the 30 Anniversay of the ADA. He got to meet the guy who wrote the book.
- He also meet with Blane Workey, she works the Department of Transportation. She their lead attorney on accessibility and civil rights. There’s going to be some changes coming. Several are going to involves people’s ability to go online for public comments. He will pass those links on to the committee when they become available.

Emergency Response — Ken Wyatt
- Nothing to report – tornado season coming up.
Expo – Adam Lane
- He has the text for the logo that will be going out to vendors
- Waiting for the Save the Date.
- Plans to have that pull together this weekend
Luncheon Activities — Dana Tallon
- Need to create the flyer for the combined event.
- Created the Save the Date for the ADA workshop and the Luncheon, need to create one for the Expo.
- Need to make committee assignments
Membership Review —

Public Relations — Zubayr Rahman
- Boards and Commissions – 18 wanting to serve, will send emails to those and see if you still want to attend
- Rahman asked: Why we don’t hold the meetings at City Hall? Chair Sidna Madden replied that the actual city hall is not good for our committee in the way its laid out.

Other Business
People with Disabilities Awareness Day – Dana Tallon
- We had a successful day even though the event wasn’t really open to the public due to the CoVid19 threat. We sent representatives down the hall to speak to the law makers. The Awards program only included the award winners and their law makers and Lt. Gov. Matt Pinnell. The social media aspect went really well with individuals using the hashtag and posting their support.

New Member Application
- Chair Sidna Madden reported that there is no application for the committee and that we have to create a new application. She requested that members send in question that they would like to see on the application for new members.
